A traveler visiting Norway’s remote Arctic archipelago learned the hard way that waking a slumbering apex predator comes with a massive price tag.
Officials in Svalbard issued a 50,000-kroner (roughly $5,300) fine after a passenger aboard a vessel in a northern fjord intentionally sounded a ship’s low-pitched maritime foghorn to startle a polar bear resting on the shore. The loud blast woke the animal, forcing it to vacate the area.
In a statement, Svalbard Governor Lars Fause confirmed the fine was handed down after an investigation concluded the action was both intentional and a direct violation of local environmental protection laws.
Svalbard, located halfway between mainland Norway and the North Pole has protected polar bears under international and local law since 1973. Regulations explicitly prohibit anyone from “unnecessarily disturbing, luring, or pursuing” the animals.
To prevent human interference, strict buffer zones are enforced:
July to February: Visitors must maintain a distance of at least 300 meters (984 feet).
March to June (Mating Season): The no-go zone increases to 500 meters (1,640 feet).
Why Waking a Polar Bear Is Dangerous
Popping off a foghorn might seem like harmless fun to a tourist seeking a photo op. However, wildlife experts warn that disturbing bears during the summer months can threaten their survival.
With sea ice at its lowest point during the summer, polar bears lose access to their main food source: fat-rich seals.
“Bears resting in the summer ice-free season… often choose to just wait out the lean times with very long naps and very little movement,” explained Geoff York, Vice President of Research and Policy at Polar Bears International.
“Disturbing bears during this time of year may be more significant for their survival… by causing them to burn calories unnecessarily.”
Zero Tolerance for Wildlife Harassment
Svalbard is home to roughly 300 year-round polar bears out of a broader regional population of about 3,000 across the Barents Sea. Local authorities have made it clear they will strictly enforce wildlife protection rules.
This isn’t the first time tourists have been caught on the wrong side of the law. In 2024, a visitor was fined 12,500 kroner ($1,300) simply for attempting to walk up to a walrus on the shore.
Conservation groups praised the governor’s swift action, hoping the $5,300 penalty serves as a loud and clear warning to future travelers: enjoy the Arctic’s wildlife, but do it quietly and from a distance.
