The agreement, signed in Accra on March 24, 2026, is expected to deepen cooperation between Ghana and the EU in key areas such as counter-terrorism, intelligence sharing, crisis response, and cybersecurity. The deal was signed by Vice President Professor Naana Jane Opoku-Agyemang and EU High Representative for Foreign Affairs and Security Policy Kaja Kallas at the National Security Council Secretariat.Speaking at the ceremony, Vice President Opoku-Agyemang said the deal comes at a critical time for Ghana and the sub-region. She pointed to the recent killing of Ghanaian traders in Burkina Faso as a clear sign that stronger joint action is needed. &#8220;<em>This demonstrates the strengthening collaboration between Ghana and the European Union in tackling evolving security challenges, especially in our sub-region and across the Sahel,&#8221; <\/em>she said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The partnership marks a shift in how the EU engages with African countries, moving from traditional aid relationships to strategic security alliances. By designating Ghana as its inaugural African defence partner, the EU views Accra as a pivotal stabilizer in a volatile region. Under the agreement, the EU will supply Ghana with military equipment, including drones, anti-drone systems, vehicles, motorcycles, and advanced communication systems. The equipment will be deployed strategically to respond to emerging threats. The signing coincided with the commissioning and handover of security equipment as part of a \u20ac50 million support package delivered since 2023. Total EU support for peace and security in Ghana has now surpassed \u20ac100 million. Kaja Kallas described the partnership as the first of its kind between the EU and an African nation. &#8220;<em>This partnership allows us to work more closely in areas that matter for the security of our citizens, both in Europe and Ghana,&#8221;<\/em> she said. Ghana&#8217;s National Security Coordinator Osman Abdul-Razak said the collaboration comes at a time of evolving threats. &#8220;<em>The nature of security challenges continues to change, requiring stronger collaboration among security agencies,&#8221; <\/em>he stated. The agreement is particularly significant given the security situation in West Africa. Ghana shares a border with Burkina Faso, which accounted for nearly half of all terrorism-related deaths for the third consecutive year in 2025. Coastal West African nations are seeking to prevent spillover violence from the neighbouring Sahel, where armed groups linked to Al-Qaeda and the Islamic State have intensified attacks. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The partnership respects Ghanaian sovereignty. Both delegations made clear the pact does not involve deployment of European troops or establishment of permanent military bases in Ghana. The collaboration targets reinforcement of Ghana&#8217;s northern borders and maritime security in the Gulf of Guinea, ensuring the Ghana Armed Forces remain the primary actors protecting their territory. Vice President Opoku-Agyemang emphasized prevention over reaction. &#8220;<em>Acting together proactively helps us identify risks earlier and maintain stability at a lower cost,&#8221;<\/em> she said. The partnership addresses priorities beyond traditional security, including maritime security, cyber threats, and fighting disinformation.
